Because Tibet remains under the wings of China, to enter it, a traveler needs two important documents. First is the Chinese Visa and second is the Tibetan visa or the Tibetan travel permit. A Chinese visa may be applied for in any Chinese Embassy or Consulate in the visitor's country. On the other hand, Tibetan visa is usually issued by the Tibet Tourism Bureau.
The general requirements when applying for a Tibetan Travel permit are a copy of a valid passport, a copy of the Chinese visa, and some personal information. As of today, the visa is only issued to travelling groups. Individuals are not allowed to enter at least until the end of the Olympic season. The entire application process shall be coordinated by a local agency. After seven to 10 days, the document may be issued and used.
