Getting into Tibet is very difficult since tourism is under strict control of the Chinese government. Since 2009, backpacker type tours were no longer available. Visitors need to avail of an organized tour during their entire stay in Tibet. Permits are quite expensive, with a starting cost of 1,160.89 CNY (170.02 USD) for a train package including permission for entry. Air fare can be availed at a minimum of 1,673.05 CNY (245.04 USD) from Chengdu. Major cities like Lhasa, Ali, and Xigatse require an Aliens' Travel Permit (ATP). The ATP is issued by the Public Security Bureau (PSB) and costs about 100.00 CNY (14.65 USD). Permits are easiest to attain for Ali and Xigatse.
Going around Tibet costs a significant amount, costing about 210.00 CNY (30.76 USD) daily to hire a vehicle and driver. The cheapest hard seat for a trip from Beijing via the Qinghai-Tibet (Qingzang) Railyway costs 389.00 CNY (56.97 USD) while a soft sleeper costs 1,262.00 CNY (184.83 USD). A train ride from Chengdu in a six-bunk room will cost about 692.00 CNY (101.35 USD). Midrange six bunks have cramped beds and the toilets are not of Western style. Another popular way to get around is through jeep tours. These tours are very expensive, costing about 4,500.00 CNY (659.07 USD) for a four-five day tour for four people. Make sure you don't pay the drivers in advance. There's a likely chance you won't see the driver again after that.
