Baguio's taxi drivers are among the most honest drivers in the country. You can be sure that they will return your change and that you will be charged according to what's said in the meter. A normal fare from Session Road (the taxi district) to short distances like SM Baguio and Loakan Road is between P50 to P55. If you go further, like in Starbucks at Camp John Hay, Mine's View, Botanical Gardens or Teachers' Camp, you will be charged anything between P60 to P85, depending on the traffic. There might be drivers who will charge higher than expected but they are very rare. I actually have not encountered any, so far. I just heard stories about them.
If you're a big group or if you have many things to carry, get a minivan instead of a car taxi so you can save on fare. Avoid going to Starbucks at Camp John Hay, Teachers' Camp or the Commissary at night since there barely is any taxi going there from 8 pm onwards, especially if it's off-peak season. Chances are, you have to walk to return to your hotel.
